Mitch Ball named VDOT’s Director of Estimating

VDOT has named S. Mitchell “Mitch” Ball as the new Director of Estimating. Many contractors who have worked in the NOVA and Staunton Districts have had the opportunity to work with Mitch. Below is the email from Deputy Chief Engineer Mohammad Mirshahi announcing the appointment. VAA looks forward to working with Mitch in his new role at Central Office.

Please join me and congratulate S. Mitchell Ball, P.E, L.S. DBIA for his selection as the director of VDOT’s Cost Estimation Office. Mitch has extensive senior leadership experience in the field of construction, estimating, design, scheduling, and claims. He joined VDOT in 2006 and has held a number of leadership positions including, Area Construction Engineer, Project Controls Manager, Assistant Director of Transportation & Land Use, and Deputy Director of Megaprojects. He has served in both VDOT’s Staunton and Northern Virginia Districts. Prior to joining VDOT, Mitch had 18 years of progressive career with a large Virginia based heavy / highway contractor wherein he started as an entry level Engineer, Cost Estimator and was ultimately promoted to the position of Chief Engineer for the firm. In this position, he was responsible for estimating/bidding approximately 300 projects. Mitch holds a bachelor’s degree in civil engineering technology from West Virginia University – Institute of Technology. He is a licensed professional engineer (PE), a licensed surveyor (LS), and certified design build professional (DBIA). In 2016, he graduated from VDOT’s Leadership Enhancement and Development (LEAD) program. Since graduation from LEAD, he has continued to serve future cohorts in the program as a coach and a mentor. He is an effective communicator and enjoys helping people, projects, and programs, reach successful outcomes.
