Meet your VAA Board of Directors

While the promotion of Asphalt is the purpose of VAA, the association’s core is the people who make up its’ member companies. These individuals give their time and talents to lead the association through the VAA Board of Directors. In the following months, Asphalt News will spotlight two VAA Directors starting with the Executive Committee. To be elected to the Executive Committee is not a short-term commitment but a six-year responsibility. This month’s Asphalt News features the current Chair and Vice-Chair, David Horton and Chris Blevins. We hope you enjoy these brief exposes on the personal side of each director. In July, we will feature VAA Secretary David White and Treasurer Bobby Hedrick.


My name is David Horton, and I am the Division Manager for Virginia Paving Company in charge of all operations, Plants, Field, Engineering, and Estimating. I am the current Chair of the Virginia Asphalt Association’s Board of Directors. It has been an honor to have been a member of the board Since 2012.

A little about myself: I grew up in the rural Central Pennsylvania town of Broad Top City. My father is a heavy equipment mechanic, and he really got me interested in construction. When I was younger, he would drag me all over the Mid-Atlantic to see construction projects that he was working on, and you could say I got the bug. I went to Bucknell University for Civil Engineering and then went to work for Lane Construction/Virginia Paving Company out of college. It is hard to believe, but I have now been with Virginia Paving Company for 20 years. As I became more involved in the business side of asphalt, I decided to go back to school and got my MBA from Pennsylvania State University in 2014.

I have been married to my wife Kelly for 14 years. We have a 10-year-old son, Will. When I’m not working, I enjoy spending time with my family. My favorite activities are hunting with my son, playing golf as a family, snow skiing, and traveling.


My name is Chris Blevins, and I am the Vice President for W-L Construction & Paving, Inc., located in Chilhowie, Virginia. As VP, I lead our paving and grading crews throughout Southwest Virginia and Northeast Tennessee. I have a bachelor’s degree from Old Dominion University in Engineering and have a Professional Engineer’s license in Virginia.

I live in Bristol with my wife, Jennifer, and we are “empty nesters” with three grown children and three grandchildren. I grew up in the small community of Konnarock, located at the base of Mount Rogers, the highest mountain in Virginia. Being from the mountains, I enjoy the outdoors, hunting, fishing, hiking, biking, and spending time with family/grandchildren. Jennifer and I also love spending time at our mountain house.
