With the September advertisements for surface treatment, latex modified slurry seal and slurry seal contracts, most contracts were either part of an early season or late season contract schedule. The same approach was planned for the plant mix schedules. After meeting with VDOT and expressing industry concerns with the early and late season approach, industry representatives and VDOT senior leadership agreed on a revised approach. The 2020 maintenance schedules will return to a construction season approach for completing contracted work. However, the completion dates for plant mix, slurry seal, and latex modified slurry seal have been adjusted so that all work is finished before Thanksgiving.
In a letter issued by Chief Engineer Barton A. Thrasher and Chief of Maintenance and Operations Kevin Gregg, the following completion dates will be used:
The plant mix pilot projects will consist of 8 to 10 projects awarded around the state. Each schedule will have no more than 25,000 to 30,000 tons of asphalt. Bids on these projects are anticipated to be accepted by VDOT on January 22, 2020.
As a reminder to all contractors, quality, time, and cost are of the essence. The paving seasons were shortened for several types of schedules. Contractors notified as the apparent low bid are encouraged to submit all the necessary paperwork to VDOT and request a “Notice to Proceed.”
